Due to the carbon atoms in rubbing alcohol, the bonds between the molecules are not as closely bound as they are in water; there's more bonding by hydrogen atoms in water. Rubbing alcohol doesn't freeze in the freezer because of the relatively fewer hydrogen atoms in the alcohol.
